CEC releases special statement regarding so-called elections in Abkhazia
Georgian Central Election Commission has released a special statement regarding the so-called elections in Georgia`s breakaway Abkhazia.

`As it is known, October 4 of the current year, in Sukhumi, so called `Parliament` of self-declared republic of Abkhazia, accepted the regulation concerning appointment Presidential Elections of Abkhazia on December 12 of the current year.

Central Election Commission of Georgia states that mentioned activity from the sides of non-legitimate bodies of the self-declared republic of Abkhazia represents the rude violation of Georgian legislation and sovereignty.

Autonomous Republic of Abkhazia is a part of Georgia, which has its constitutional representational bodies. Only structures defined by the legislation of Autonomous Republic of Abkhazia and Georgia should be on that territory and existence of other institutions the rude violation of International and Local legal norms.

According to the Law of Autonomous Republic of Abkhazia `Constitution of Autonomous Republic of Abkhazia`, article 93, first paragraph- Supreme Council of Abkhazia is supreme Representative Body of Abkhazia. Proceeding from this, legitimate decisions on the territory of Abkhazia should be made only by the Supreme Council of Abkhazia. According to the Article 1121 Head of the Abkhazian government is the official and represents Autonomous Republic of Abkhazia. Head of the Abkhazian government is appointed and resigned by the Supreme Council of Abkhazia through the President consent.

Central Election Commission of Georgia stressed that, so called `Parliament` and `President` of self-declared republic is non- legitimate as the Central Election Commission of `Abkhazia`, which should conduct illegal elections. According with the Organic Law of Georgia `Election Code of Georgia”, article 17, paragraph 4 – the Central Election Commission of Georgia represents a supreme body of Georgian election administration, which controls and manages all the election commission levels on the whole territory of Georgia. Therefore, they may be only one legitimate election administration structure on Abkhazian territory – Supreme Election Commission of Abkhazian Autonomous Republic, the rule of its establishment and rights are determined by Georgian Organic Law “Election Code of Georgia` and by the legislation of Autonomous Republic.
Central Election Commission declares that so called `Presidential Election` that is to be conducted on the Abkhazian territory is illegal and non-legitimate measurement and it should not have any legitimate result,` the statement says.

Temur Basilia, former economic adviser to President Eduard Shevardnadze, was detained in the USA on 4 February. He has lived in the USA for the last few years demanding political asylum. He appeared on TV in 2009, attending one of the events of the Strategic Research Centre of America, but did not express any desire to talk to Georgian journalists and threatened to set the police on them.
